Operation Allied Force was the name for the North Atlantic Treaty Organization’s (NATO) air campaign in the Yugoslav Republic of Serbia (YRS) including the province of Kosovo. The Canadian Air Force was involved in this campaign and bears a measure of responsibility for the outcomes both positive and negative. Operation Allied Force was deployed to control the civil conflict between the Serbians and the Albanian Kosovars. In response to rumoured ethnic cleansing and fears of large-scale genocide, NATO declared its first humanitarian war. This paper argues that at the start of the conflict NATO clearly believed that it had just cause to go to war for humanitarian reasons. Legally however, NATO was violating several different international treaties, including the United Nations Charter. Further NATO fought the war with a strange mix of ethical and unethical methods. On one hand they sought legal opinions before using precision munitions to try and minimize civilian casualties. On the other hand they used cluster bombs and depleted uranium rounds and destroyed toxic containers that poison Kosovo to this day. NATO was ethically right, while legally wrong, to wage Operation Allied Force and could have been far more ethical in the waging of the war.
