When I think about the increase in teenage misbehaviors and criminal activities, then I do not think it is that easy to say whether or not the teenager or the parent should be fined or even put in prison. There is much more to it than just one decision; the age of the teen is very important, because the law does not allow to punish a thirteen year old the same way as a nineteen year old, or even the parent, who are thirty years of age or older.
    Also important is the age in relationship to the crime. It is a big difference if a thirteen year old steals a piece of gum or a car.
Parents should know what their children are doing, what friends they have, and if they have problems at any age, so they can take actions and prevent the teenagers misbehavior and criminal activities.
Once the teenagers get old enough to make their own decisions about right and wrong, then he/she should be hold responsible. It is important to have rules in life, and when the parents fail to teach their children right and wrong, then the parent should also be held responsible: that is part of the parents responsibilities.
    Some parents nowadays just do not have time for their children any longer or do not care as much as they should, if they do not talk to their kids and do not teach them how to express their feelings and try to discipline them in the right way, the kids feel lost, which triggers the misbehavior.
